HKEX has acquired CMU OmniClear Limited for an undisclosed amount, marking a significant development in Hong Kong's financial infrastructure. CMU OmniClear, incorporated in Hong Kong in 2024 as a wholly owned subsidiary of the Exchange Fund, has, since January 2025, been responsible for the operations and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the Hong Kong Monetary Authority (HKMA). The CMU serves as a central securities depository (CSD) for debt securities in Hong Kong, providing critical post-trade services.
CMU OmniClear's primary objective is to develop the CMU into a major international CSD in Asia, aiming to provide a reliable and seamless network for China and global bond markets. Its extensive services include primary issuance, clearing and settlement, collateral management, and establishing cross-border CSD linkages. It is important to note that the HKMA retains its fundamental role as the owner and system operator of the CMU, maintaining legal relationships with CMU participants and making all policy and strategic development decisions concerning the CMU's activities. This acquisition therefore focuses specifically on the operational and business development entity.
This acquisition represents a strategic move for HKEX to deepen its involvement across Hong Kong’s entire capital markets value chain, particularly within the debt sector. By buying CMU OmniClear, HKEX aims to further integrate and enhance post-trade securities infrastructure, thereby strengthening Hong Kong's position as a leading international bond market hub. Expected synergies include improved operational efficiency, expanded service offerings across the debt securities lifecycle, and a more streamlined experience for market participants. The integration is anticipated to facilitate greater connectivity for global and mainland investors, building upon initiatives like Bond Connect and other international linkages.
The combination of HKEX's broad capital markets infrastructure and market access with CMU OmniClear's specialized CSD operations and business development capabilities is expected to foster a more robust and interconnected financial ecosystem. This strategic integration is poised to accelerate the CMU's aspiration of becoming a pre-eminent international CSD, enhancing reliability, efficiency, and excellence within the region’s debt markets. The combined entity is set to support Hong Kong's overall financial competitiveness and its role as a key gateway for capital flows.
